The Ragehorn’s horn, which is a guaranteed drop, embodies the essence of the beast, and the horn at the level 20 transformation stage already carries dragon-related effects.

If it were the horn of a higher-level Ragehorn Dragon, both the number of uses and the effects would be enhanced.
