The Chaotic Star Sea is an area beyond the jurisdiction of the Star Alliance, where anyone pulled out could be a wanted space pirate, a terrorist organization member, or a rebel fugitive… it’s a veritable gathering place for interstellar rogues.

After this analysis, civilizations outside the Milky Way actually hoped the Star Alliance would agree, as the consequences wouldn’t directly affect them. However, the civilizations within the Milky Way were less inclined.

Given the potential value of decoding the universal code, it wouldn’t be unusual for the Milky Way civilizations to trade a habitable planet. The Star Alliance would compensate for the loss of planetary civilization. But the situation with Lan Xing is different; it’s a public planet next to a wormhole, expected to become the second transit hub in the Milky Way, aside from the Galactic Core.

Bai Ye’s character is unclear, the level of danger is unknown, their affiliations are ambiguous, and they might even come from the Chaotic Star Sea. If they legally occupy a planet next to a wormhole, they could act independently or become a war profiteer, using Lan Xing as a cover to facilitate ultra-long-distance secret military operations through the wormhole, threatening the safety of nearby civilizations.

War is prohibited among civilizations within the Star Alliance, but this order merely maintains basic stability. As long as there’s no formal declaration of war on the surface, there are plenty of ways to circumvent the treaty.

As the direct victims of this potential loss, the new human civilization was the first to reject the proposal. The Qilong Empire and the Pan-Star Federation, which are mid-tier civilizations within the Star Alliance, also firmly cast their votes against it in the Milky Way cluster’s resolution.

Soon, other civilizations in the Milky Way cluster voted as well, and the final decision was submitted to the two cosmic civilizations through the cluster’s spokesperson.

All civilizations cast their votes, but the ultimate outcome would still be determined by the two cosmic civilizations.

After three minutes of silence in the conference hall, the spokesperson for the Rui Lan Empire responded: “We’re sorry, but we cannot agree to this condition at this time. However, we hope you can trust our sincerity and propose other trading conditions.”

The Star Alliance ultimately rejected the proposal.
